The New York State Rugby Referees Society (NYSRRS) and Rugby Referee Society of New York (RRSNY) receive reports of disciplinary offences thorough its members.  The Referees societies also maintain reports of disciplinary actions and publishes recent actions on their website. 

Notice to all players (and their clubs) who receive a send-off (red card) or Temporary Suspension (Yellow Card):

  • You should be familiar with all three of these documents:
    • EGU Bylaws (on the EGU website)
    • EGU Policies (on the EGU website in the form of a handbook)
    • USA Disciplinary Regulations (on the USA Rugby website)  
  • Any player who receives a red card shall be ineligible to play in at least one, and possibly more future matches, pending the final determination of the Disciplinary Committee.  The automatic minimum one match suspension will only be overturned if the player or club can prove via irrefutable evidence, such as video, that the issuance of the red card was in error.
  • Any player who receives a red card shall be ineligible to play in any future match until they (or their club) submit the offending player’s name and contact information to discipline@empiregurugby.com.  If a club representative wants to be informed of the proceedings, that representative’s  name and contact information should also be provided at the same time.
  • Any player who receives a red card shall be ineligible to play in any future match until there is a final determination made by the Disciplinary Committee
  • The Disciplinary Committee (members listed below) will meet weekly on Tuesdays at 10:00 pm to hear and make preliminary suspension determinations on send-offs
  • Any player (or their club) who receives a red card, or any other person, may submit evidence to the Disciplinary Committee to be heard during the preliminary suspension determination.  Such evidence or questions must be sent to discipline@empiregurugby.com within 48 hours of the conclusion of the match.
  • Any player, who was on the receiving end of foul play resulting in a red card, or their club, may submit evidence to the Disciplinary Committee to be heard during the preliminary suspension determination.  Such evidence or questions must be sent to discipline@empiregurugby.com within 48 hours of the conclusion of the match.
  • Players (and their club representative if such contact information was provided) will be notified of the Disciplinary Committee’s preliminary suspension determination within 48 hours of said determination.
  • Any player (or their club) who receives a red card, and who disagrees with the Disciplinary Committee’s preliminary suspension determination may request a full hearing.  Such request must be written and made within 48 hours of receiving said preliminary suspension determination to discipline@empiregurugby.com.  The full hearing will be on the following Tuesday at 10:00 pm by teleconference.  Failure to request a full hearing within 48 hours will automatically turn the preliminary suspension determination into a FINAL DETERMINATION.
  • Appeals of Final Determinations may be heard by the Empire GU Board of Directors.
